Homeowners Terrified as Non-Profits Say Homeless Now Look Ahead for Help in to Neighborhoods May 25, 2018 18:40

An innocent homeowner was murdered in March, by a man investigators said was homeless. The crime happened on Willetta Street, a quaint Phoenix neighborhood. While an arrest has been made, many neighbors remain on edge, as local non-profits said the homeless problem in downtown Phoenix is not only growing but spreading. “They’re gorgeous homes, they’re expensive homes,” said Lisa Saper-Bloom. Just blocks away from the Phoenix city skyscrapers, you’ll find the charm and character of West Portland Street, where you’ll find resident Lisa Saper-Bloom. “It is a phenomenal neighborhood, my husband and I have lived in the Valley for 28, almost 29 years and there’s no place we’d rather live,” said Saper-Bloom.But this picturesque scene is quickly changing. “You know Briana, I’ll be honest I never thought I’d be walking with a weapon in my pocket every morning either,” said Saper-Bloom. Just down the street from Saper-Bloom’s house, Erik Erspamer’s manicured front lawn has now turned into an unwanted bedroom. "Often I’ll have transients sleeping in my front yard. It’s irritating on a daily basis. The real scary part is the safety issue,” said Erspamer. For years, the homeless in Phoenix have lived around West Jefferson, an area littered with trash, drugs, and sleeping bags. But representatives with Mayor Greg Stanton’s office said the homeless population is growing and services to help them are dwindling. Homeowners like Saper-Bloom said transients are now making their way into other neighborhoods like hers, looking for resources as downtown development continues to push them elsewhere. She said she was recently followed by a homeless man for days and when she gave police a description, what she found out was shocking.          "When I went to identify this person it turns out that this person had beaten a person in broad daylight over on Third Avenue and Culver Street and his name is on a list of names in a homicide case,” said Saper-Bloom. Come September, St. Vincent De Paul plans to shut its county-funded overflow shelter. That’s 275 beds that will be gone. By Lokesh

End of Obama-Era Rule, Outset of Trump Administration rules: Rescinding of H-4 visa May 25, 2018 13:23

The decision to revoke work authorization to definite categories of H-4 visa holders is in final stages.H-4 visas are issued to spouses and children under 21 years age of H-1B visa holders, a significantly large number of whom are high-skilled professionals from India. The Trump administration is planning to end Obama-era rule of a permitting spouses of H-1B visa holders to work lawfully in Unites States, a decision that could devastatingly impact more than 70,000 H-4 visa holders who have work permits. According to Department of Homeland Security (DHS), the proposed rule is currently in final clearance. As previously represented to the court, it intends to proceed with publication of the new rule concerning H-4 visa rule.  The Trump administration yesterday told the court that once the proposal is cleared through the DHS, it will be sent to the Office of Management and Budget for review under Executive Order for regulatory and planning review. According to recent Congressional report, 93 percent of the total H-4 visa holders in the U.S. having work authorization are from India. The Obama administration started giving work authorization permits to certain categories of H-4 visa holders, mostly spouses of H-1B visa holders under an executive order in 2015.A bipartisan group of 130 U.S lawmakers which is led by Indian-American Congresswoman Pramila Jayapal urged Trump administration to prevail granting work authorization to certain dependant spouses of non-immigrant workers with H-1B visas. The lawmakers said, Providing work authorization for accompanying spouses helps US employers recruit and retain highly-qualified employees, putting US policy on par with other countries, such as Canada and Australia, competing to attract talented foreign nationals. The concluding presentment to revoke the work authorization is anticipated to be issued in June.By Sowmya Sangam

Ireland’s Indian-Origin Prime Minster Campaigns to Lift Ban on Abortions May 25, 2018 11:06

Indian-origin Prime Minister of Ireland, Leo Varadkar in a campaign made an effort to lift a ban on abortions, as the country gets set to vote in a referendum on a crucial issue on Friday.A year ago, taking charge as ‘Taoiseach’ as a major test of his leadership, Varadkar has been urging electors to ensure a high turnout in the referendum on repealing the Eight Amendment of Irish Constitution which restricts access to abortions severely. The case of Savita Halappanavar, a 31-year-old Indian-origin dentist who died of blood poisoning in Ireland in October 2012 after denying a life-saving abortion is among the cases that is being highlighted by campaigners in favour of a “Yes” vote.Halappanavar's father Andanappa Yalagi said, "I hope the people of Ireland remember my daughter Savita on the day of the referendum, and that what happened to her won't happen to any other family. I think about her every day. She didn't get the medical treatment she needed because of the eighth amendment. They must change the law.”"I do hope we will see more people taking part in this referendum, an exercise in democracy," Varadkar said.Politicians are permitted to campaign on a personal basis, while two other major parties of Ireland, Fine Gael and Fianna Fail are not taking official positions on the referendum."Ultimately laws are just written in black and white, they are text in a piece of law but what has to be behind those laws is individuals, people's families and how those laws have affected them in the process," the leader of the liberal-conservative Fine Gail party said.If Ireland votes for “yes” in a majority, Government intends to permit terminations within the initial 12 weeks, subject to medical advice and cooling-off period and in a restricted fashion between 12 and 24 weeks. In the meantime, the hashtag #hometovote is being trending on Twitter which has been mobilized by “yes” supporters, who wish to get as many Irish voters as possible casting their vote.
