12 CPRF Troops Killed In Encounter With Naxalites April 24, 2017 18:38

Today at around 12:25 p.m. twelve personnel of the Central Reserve Police Force (CPRF) lost their lives and six others were injured in a deadly shootout with naxalites in Chhattisgarh’s Sukma district. The encounter took place between the Burkapal-Chintagufa area in south Bastar, which is one of the worst Maoist violence-affected region in the state. Six soldiers are said to be severely injured and efforts are being made to evacuate them to safety. The troops are from the 74th battalion of the Central Reserve Police Force and were deployed in the area for anti-Maoist operations. The additional superintendent of police, Sukma, Jitendra Shukla said "The incident took place when the road opening party of the 74th battalion of CRPF were out on patrol at Burkapal near Chintagufa. The jawans (troops) were deployed for security at an under construction road. The maoists ambushed CRPF personnel and started an indiscriminate shooting, leaving eleven jawans dead and seven severely injured, including an inspector." Shukla added that the reinforcement from the nearest CRPF camp had rushed to the sport soon after the encounter; the injured troops were being airlifted to the state capital Raipur for treatment. The chief minister of the state, Raman Singh has called an emergency meeting later in the day in light of the attack. A new study has discovered that, protein markers in the breast milk can help to identify the breast cancer at an early stage and also predict if a woman is at the risk of breast cancer. In young women, the objective detection of breast cancer is highly challenging during the early stages as the imaging techniques and mammography are less effective, as young women posses dense breast tissue and also there is a possible relationship between pregnancy and also the risk of Breast Cancer, said the researchers. Biochemical monitoring of protein markers in various types of body fluids is one of the best ways to detect the Breast Cancer. Researchers, including the researchers from the University of Massachusetts Amherst in US, have investigated the biochemical signatures of breast cancer which can be identified in breastmilk. Researchers compared the samples of breastmilk from women with breast cancer, to the women without breast cancer and also women who were later diagnosed with breast cancer. Research team later identified the alterations in protein expression in breastmilk when a woman has or soon will develop the breast cancer which might be due to cancer risk or development. In the form of exfoliated epithelial cells which are considered to be the origins for most types of breast cancers, breast milk also provides access to the breast tissue, said the researchers. Analysis of the breast milk is a non-invasive method, and the method can be used for cancer diagnosis. After the further validation of study, the method could offer a new and non-invasive approach to breast cancer screening for the women during their childbearing years. Gasoline prices in Arizona had reached its peak height this year. The average prices in Arizona on Thursday (April 20) increased 2.6 cents to $2.30 per gallon. However, it is still lower than the national average gas price, which is $2.41 per gallon, said AAA Arizona. The average gas price in Phoenix was $2.25, a little below the state average. The surrounding varied from there, with southeast Valley at $2.23 and Scottsdale at $2.32. Flagstaff has the highest average fuel price at $2.51 per gallon, while Tucson has the lowest average gas price at $2.19. "In addition to more expensive summer-blend gasoline and increased driving demand, this week’s price increase is being fueled by a lift in oil prices," said Michelle Donati, spokeswoman for AAA Arizona. Unfortunately the prices will not be going down anytime soon. "Given current market factors, AAA is expecting Arizona gas prices to continue to increase," Donati said. "We are anticipating prices to peak sometime in May or June." Rachel Overpeck, who is a resident of Tempe said that she drives every day and would consider using transportation if the gas prices continue to rise. "It's a little bit of a nightmare," said Overpeck. "It affects my wallet, my spending money. I fill up my tank usually at least once a week, so it's about 25 dollars each time and it's getting to be more." Supreme Court to scan the linkage of Aadhaar and PAN Cards April 22, 2017 13:55

The Aadhaar card was made mandatory for income tax returns, provident funds, bank accounts and filing PAN cards under the Section 139AA of the Income Tax Act, which was introduced by the Finance Act 2017. The Supreme Court of India said that it would scrutinize the validity of the Central Government’s decision to make Aadhaar card mandatory for PAN cards and for filing income tax returns and sought a clarification from the government. A bench of Justices Arjan Kumar Sikri and Ashok Bhushan asked the government why the Aadhaar was made compulsory when the apex court in its order made it clear that it could only be made optional. The bench said that it will scrutinize the issue whether the decision was valid or not in light of its interim order that said Aadhaar could be stipulated only for welfare benefits. “Is this the remedy? Forcing people to get Aadhaar cards?” Justice A.K. Sikri orally addressed Attorney-General of India Mukul Rohatgi. Mr. Rohatgi said that people were obtaining multiple PAN cards, which were used to “divert funds” to shell firms and linking to Aadhaar will curb such practices. "There is a legislative mandate now. Section 139AA of the Income Tax Act says so. It is the only option as we have found that people were getting PAN cards on fake ration cards and such PANs were used to divert funds to shell companies," he said. The court is hearing petitions filed by the former Kerala minister, Binoy Viswam and S.G. Vombatkere a former Army officer challenging the amendment in the I-T Act making it mandatory to quote the Aadhaar card in filing income tax returns. Arivnd Datar, who is a senior advocate appearing for the petitioner, alleged that the amendment is extremely harsh and should not be allowed. He said that the amendment made it compulsory for people to provide their unique Aadhaar number and if one fails to do so then the PAN card would become void. However, Rohatgi justified the government’s decision and said that there is nothing wrong in linking Aadhaar card with PAN card. He added that Supreme Court itself agreed to make Aadhaar card compulsory in certain fields to protect identity and national security. “You (Supreme Court) yourself had recently ordered that Aadhaar should be made mandatory to procure SIM cards,” Mr. Rohatgi contended. The bench adjourned the case, after a brief hearing and posted it to April 26th for final hearing. India makes fresh request for extradition of David Headley, Rana April 21, 2017 11:24

India has made a fresh request to the USA for extradition of David Coleman Headley and Tahawwur Rana, for the involvement in the 26/11 Mumbai attacks. The Deputy Director of the Federal Bureau of Investigation (FBI) Andrew McCabe visited India earlier this month to meet the officials of the National Investigation Agency (NIA). The NIA is probing the conspiracy behind the terror 2008 attacks in Mumbai; it raised the pending requests for extradition of Headley and Rana with Mr. McCabe. It also said that its multiple requests for the custody of Rana had gone unheeded. Revising its demand, NIA told the FBI that though Rana was convicted by a United States court of providing material to the Lashkar-e-Taiba - the terror group, which was behind the attacks, had not been tried for crimes registered in India – of forgery and criminal breach of trust. The double ‘jeopardy law’ clause in the US law prevents punishment for the same offense twice. So, in 2016 India demanded Rana’s extradition on the grounds of planning an attack on the National Defense College and Chabad House (Jewish centers) in several cities. A senior official of the Union Home Ministry said: “Since Rana has already been convicted by a U.S court, he cannot be tried for the same crime twice. We told the FBI official that we also have a case of forgery and criminal breach of trust registered against him, and he has not been tried for these crimes.” Mr. McCabe assured the NIA that it would look into the matter. A US court sentenced Headly to 35 years in prison, and NIA thinks that they have a case because his conviction was made only on the basis of the six Americans, who were killed in the 26/11 attack. Several Indians were also killed and for this, Headley is still to face the law. Rana, who is a school friend of Headley, is currently serving a 14 year term in the United States for providing material support to the terrorist group LeT.
